Introduction
The Historic Movement II in March/April 2006 has strengthened democratic values and providing people their social, political and economic freedom as their rights in their way of life. The reinstated House of Representative declared that a Constituent Assembly (CA) Election is implemented to write a new constitution according to the wish of the people, which was expressed during the 19 days of the people's movement in Nepal. In the Comprehensive Peace Agreement reached between Seven Parties and Communist Party of Nepal (Maoists) to hold election by the end of June 2007 and, subsequently, a special commission was formed to write an interim constitution. As per the interim constitution, and after much delay, an eight-party government (including CPN-M) was formed on April 1, 2007 and CA election was announced for June 20, 2007. However, the election was deferred, as the Election Commission did not have electoral law and enough time to prepare for the election and requested the government to postpone for November 22, 2007.

The election once again was cancelled because of several demands put forth by different political parties. After prolonged discussions and 23 point understanding on December 23, 2007 between major seven political parties, reached a consensus to hold CA polls for April 10, 2008. However, the security situation specially 20 terai districts are deteriorating day by day but the political parties are optimistic in holding election this time around. Even the people of Nepal want to end this conflict and transform it into a new peace and prosperous state by election in a free and fair manner.

Constituent Assembly Elections is pivotal for the people to Nepal as this event will elect representatives from all section of the society and be responsible to draft a new constitution for a new Nepal. This formulation of the constitution will transform the country socially, politically, economically and addresses many issues like federal government, people expectation to bring sustainable regional development. More importantly, the CA will decide the future of the Monarchy.

To strengthen the democratic values and give an opportunity for people to see the historic episode, DEAN will observe the upcoming Constituent Assembly Members' Election in April 10, 2008. DEAN has been observing pre-Election situation since 15th Nov 2007.
