Democracy and Election Alliance Nepal (DEAN) was established on 2nd June 2007 embracing the principles of non-partisan and working to protect the political rights of the citizens. We are dedicated towards Citizen Awareness and make them realize that their vote is valuable to pave the way for multiparty democracy in the country. DEAN has the long term objective to advocate reforms in the electoral process and work as a domestic election observer/monitor for the CA Election. The perspective of the work is enormous in terms of technical as well as national coverage, thus three partners, Nepal International Electoral Forum (NIEFO), Nepal Law Society (NLS) and the Federation of Forestry Users Nepal (FECOFUN) has organized an alliance called DEAN to accomplish the goal. NIEFO has international electoral experiences as their members were involved in the election planning, formulation and implementation of the electoral process across the globe since 1992 in Cambodia to parliamentary election of Iraq in 2006 under the Missions of United Nations. NLS was a pioneer poll watcher since the democratic election process was introduced in Nepal in 1991. It is actively working nationwide to protect the legal rights of the people. FECOFUN has the largest strength of membership and is capable in implementing DEAN's activities successfully at the grassroots level. DEAN will observe and monitor the Constituency Assembly Election to inform the citizens of Nepal on how the electoral process at all polling centers were completed. DEAN will mobilize approximately 12,000 volunteers for the CA Election by observing and monitoring the process.
The broad objective of DEAN is to build citizen confidence for the value of their vote and encourage public vigilance of the electoral process whenever there is an election. DEAN will work on advocacy of political issues especially in voter registration and electoral processes in the long run. Following are the specific objectives:
- Work towards holding the CA elections by sensitizing the people to demand that it is held.
- Monitor and observe the election when it happens.
- Work for electoral reforms and good governance issues in all political processes as a long term goal.
- Strengthen the alliance of DEAN in a voluntary spirit so that the election observation/monitoring and the electoral reform activities are seen permanently and is self reliant.
- Monitoring and identifying the Election related Violence in constituency level by using Election violence education and resolution (EVER) methodology and form the high level committee by bringing together Civil society and key stakeholders such as political parties, election management unit to mitigate the election related violence.
