Activities of DEAN
  • Civic Education-sensitizing people on democracy and their right to have an election in a free and fair manner.
  • Support for the advocacy of electoral laws, electoral procedures and delimitation of constituency boundaries of appropriate standards.
  • Election monitoring-which shall include monitoring of the conduct of voter registration, political campaigns, voting, counting and parallel vote; tabulation, and preparation of election observation/monitoring report.
  • Advocacy of electoral rights of all disadvantaged groups.
  • Election violence monitoring in 240 constituencies.

Methodology of Implementation Plan

The election observation/monitoring shall be performed by visiting the polling locations by observers/monitors personally to record the process on the basis of what they have seen. In the case of long term observation, the observers have to visit the location earlier than the Election Day where the electoral process is taking place. Check-lists and forms are the main tools of the election observation/monitoring exercise.

Five sets of check lists and form have been prepared based on the Electoral Laws and procedures. Election Violence Education and Resolution (EVER) program is an important activity. DEAN is carrying out to report Election related violence in Nepal. The constituency Focal Points deployed by DEAN in all 240 constituencies will commence soon reporting election violence by primary resources of information as well as secondary sources such as the media, newspapers and other eye witnesses. The method adopted by DEAN is of international standard. Every Election Violence is subject to verify at least by two sources before reporting Election Violence officially.
